Hoelzer finished 11 under at The Elms Country Club to earn the $5,000 first prize. He made nine birdies and eagled the 293-yard, par-four 14th despite arriving without a practice round.
Mike Van Sickle placed second with a 62, followed by Blake Sattler with a 63. Hoelzer said smoke from regional wildfires left his throat scratchy over the closing holes.
