A replay showed Hovland's wedge coming close to the sand behind his ball in a bunker on East Lake's 13th hole. Tour officials ruled that the club did not touch the sand.
Hovland remained at 13 under and finished second, earning $5 million. A two-stroke penalty would have dropped him into an eight-way tie for third.
