Turtz closed with a two-over 73 at West Bend Country Club to finish at three-over 287. Ricky Kuiper's double bogey on the 17th gave Turtz a three-shot advantage entering the final hole.
The former Wisconsin golfer made a key birdie at the par-five 15th and secured his first individual Wisconsin amateur title.
